What Is an Autonomous Vehicle, Really?
You've seen the headlines about self-driving cars. But what actually counts as an autonomous vehicle? A clear breakdown of the technology and how it works.
You've probably seen headlines about "self-driving cars" for years now. But if you ask ten people what an autonomous vehicle actually is, you'll get ten different answers.
Let's clear that up.
A simple definition
An autonomous vehicle (AV) is a vehicle that can sense its environment and drive itself for part or all of a trip, with less or no input from a human driver.
That's it. No sci-fi required.
Today, autonomy is a spectrum. Some cars use automation just to help you on the highway. Others, like robotaxis in specific cities, can drive with no one in the front seat. All of them rely on a similar stack of technology.
The key building blocks
Most modern AV systems are built from the same core pieces:

Sensors – The "eyes and ears." Cameras, lidar, radar, and ultrasonic sensors detect the world: lanes, other vehicles, pedestrians, signs, traffic lights, and more.

Perception – Turning raw sensor data into understanding. This software answers: What is around me? Where is it? How is it moving?

Prediction – Guessing what others will do next. If that pedestrian is walking toward the crosswalk, will they step into the street? Is that car about to turn?

Planning – Choosing what the AV should do. Given the environment and predictions, the planner decides: accelerate, brake, change lanes, turn, or wait.

Control – Actually moving the vehicle. This layer translates decisions into precise steering, throttle, and braking commands.

Localization & maps – Knowing exactly where the car is. AVs combine GPS, onboard sensors, and detailed maps to stay precisely positioned on the road.
Together, these modules form a loop that runs many times per second: sense → understand → decide → act.
AVs vs. driver-assist systems
A big source of confusion is that many consumer cars have driver-assist features that look a bit like autonomy.
Things like:
- Adaptive cruise control
- Lane keeping assist
- "Hands-free" highway driving in limited conditions
These are typically called Level 1 or Level 2 systems (we'll get into the levels in another article). They can help with steering or speed, but you are still the driver and must pay attention at all times.
In contrast, robotaxis and higher-level AVs can handle all driving tasks in a defined area, some with no human driver at all in the vehicle during passenger service.
Why autonomy is geo-fenced
If these systems are so smart, why do they operate only in certain neighborhoods or cities?
Because today's AVs are designed and validated for specific operational design domains (ODDs) — things like:
- Certain cities or suburban areas
- Speed ranges (e.g., up to 45 mph)
- Weather conditions
- Road types (city streets vs. highways)
Operating inside a defined domain lets AV developers test and validate safety more thoroughly.
A helpful analogy
You can think of an AV like a very cautious student driver:
- Its sensors are its eyes and ears.
- Its perception and prediction are the mental model of the road.
- Its planner is the internal voice deciding "Is it safe to go now?"
- Its control is the hands and feet on the wheel and pedals.
The difference: instead of one brain improvising, it's a carefully engineered stack of algorithms focused almost entirely on safety and consistency, not convenience or speed.
Why this matters
Understanding what an AV actually is — and what it isn't — is the foundation for all the other questions:
- Are AVs safe?
- How do they handle weird situations?
- What happens in a crash?
- How will they change cities?
